Title:
Wayland apps are blurry when using fractional scale in GNOME

Bug description:
When using `scale-monitor-framebuffer` on GNOME with my Framework 13's
original screen (2256x1504), apps become visibly less sharp on every
available scaling option compared to e.g. KDE and Niri, I have found
the following issues on the Mutter project's GitLab and wanted to
create this one for further tracking of the issue:
https://gitlab.gnome.org/GNOME/mutter/-/issues/3407
https://gitlab.gnome.org/GNOME/mutter/-/issues/3346
I notice it on all apps and the shell, not just GTK ones.
