If this is still happening then it might be explained by the Mutter frame clock over-scheduling frames such that 4 are in flight instead of the usual limit of 3 for triple buffering. If that's the case then it should be easy to just increase the limit, but I should note only Nvidia on Xorg is affected. So for most people that just means Ubuntu 22.04 or 24.04. Future Ubuntu releases won't default to Xorg and likely won't even have it as an option.
