This is probably due to either:

 * Lacking hardware cursor support in the Nvidia driver; or
 * Copying part of each frame from the iGPU to the dGPU is too time consuming 
in low power modes.

You should be able to avoid both issues by ensuring the external monitor
is wired to the iGPU instead of the dGPU. To do that, just don't use the
HDMI port and use a USB-C to HDMI cable instead.

Bug description:
  There's a fraction of a second delay when I move the mouse on my
  external monitor, enough to be easily noticeable. It does not occur
  when the mouse is on the built-in monitor. This occurs regardless of
  whether I'm using a physical mouse or the trackpad. It seems to only
  occur if I've enabled "on demand" mode in the Nvidia settings; if I
  switch into "performance mode", the lag goes away.
