What is your keyboard layout? If it's not English then it might not work
because of a bug. See https://gitlab.gnome.org/GNOME/gtk/-/issues/5384

Title:
Ctrl+Shift+N not creating a new folder in Nautilus

Status in nautilus package in Ubuntu:
  New

Bug description:
  Description of the issue:

The keyboard shortcut Ctrl+Shift+N for creating a new folder in
Nautilus is not working. Instead of creating a new folder, it
highlights the first item in the list. The issue persists after
restarting Nautilus and testing the shortcut in a fresh user profile.

  Steps to reproduce:

  Open a Nautilus window.

  Press Ctrl+Shift+N.

Observe that instead of creating a new folder, the first item in the
  list is highlighted.

  Expected behavior:

Pressing Ctrl+Shift+N should create a new folder in the current
  directory.

  Additional Information:

  Ubuntu version: 24.04.2 LTS

  Nautilus version: GNOME nautilus 46.2

  GNOME version: GNOME Shell 46.0

  Keyboard layout: English (US)

  Extensions installed:
  d...@rastersoft.com
  tiling-assist...@ubuntu.com
  ubuntu-appindicat...@ubuntu.com
  ubuntu-d...@ubuntu.com

Have tried: Resetting Nautilus settings, disabling extensions, testing in a
new user profile.
