Bug description:
  [ Impact ]

  Support reverse PRIME for Wayland (Nvidia as primary GPU outputting to
  Intel GPU display ports). This is different to the more common dual
  GPU setup where Intel is primary and Nvidia is secondary.

  [ Test Plan ]

  0. Requires a very specific type of desktop machine where the BIOS can
  be configured to treat the Nvidia card as the primary GPU without
  disabling the motherboard's integrated Intel GPU.

  1. Install an Nvidia driver supported by Ubuntu using the 'Additional
  Drivers' app.

  2. Reboot.

  3. Plug a monitor into each of the GPUs; one in the Nvidia card and
  one into the motherboard.

  4. Log into a GNOME Wayland session ('Ubuntu on Wayland' or just
  'Ubuntu', not 'Xorg').

  5. Verify BOTH monitors are illuminated and can be used.

  6. As a regression test, unplug the monitor from the motherboard and
  verify the "normal" single Nvidia GPU configuration continues to
  function.

  [ Where problems could occur ]

  Since the fix affects EGL modifiers it has the potential to fix or
  break behaviour of Wayland sessions in unpredictable ways, depending
  on the graphics driver and GPUs in use. But the impact is limited to
  GNOME Wayland sessions.

  [ Other Info ]

  Since Ubuntu doesn't officially recommend Wayland for Nvidia systems
  until 24.10 and later, the number of users with such a configuration
  on 24.04 will be small.
