I'm guessing the actual problem you are trying to solve is that http://qa.ubuntuwire.org/ftbfs/ has hundreds of packages in depwait on armhf?
I don't think you can solve that with Launchpad bugs and I think it adds clutter to http://qa.ubuntuwire.org/ftbfs/ Debian Developers are using Build-Depends: architecture-is-64-bit because this isn't built natively into the .deb package format yet.
