Before 24.10, this was part of GTK, not Nautilus. Nautilus resolved this
issue upstream with the new file chooser:

Bug description:
  Issue: File name field not in focus when saving a file in Nautilus

  I've noticed this behavior in the last few major LTS releases of
  Ubuntu, as well as in other versions. When saving a file (Ctrl + S),
  the save dialog appears with the proposed filename highlighted.
  However, attempting to type immediately does not change the filename
  because the input field is not in focus.

  Workarounds include clicking the "Save" button with the mouse or using
  Ctrl + Tab to switch away from the application and then back again, at
  which point the filename field becomes active and allows editing.

  Expected behavior: The filename input field should be automatically
  focused when the save dialog opens, allowing immediate renaming.

  happens on all versions of nautilus so far as well as when using other
  applications and choosing to save.  (running on multiple servers and
  devices).

  Here's an example..  If you are in a browser (chrome, firefox, etc)
  and open an image in a separate tab, then hit ctrl s to save, and
  start trying to rename the file.

  I may be wrong about this functionality being a part of nautilus, but
  it's not exclusive to any one program trying to save.
