Bug description:

  The Ubuntu Desktop Team would like to include support for the jpeg-xl format 
in the default install.

  Why This Wasn't Done Sooner
  ==========================
  The required MIR was filed during the Ubuntu 24.10 cycle but it had been 
waiting on review by the Ubuntu Security Team. The MIR is approved now.

  Affected Packages
  =================
  webkit2gtk will be rebuilt with support for jpeg-xl. The diff (ignore the 
changelog entry) is
  https://salsa.debian.org/webkit-team/webkit/-/commit/1defdbfc89f07

  webkit2gtk takes about 3 days to build on riscv64. Once in a while,
  the build fails and it may take a little longer.

  eog, gnome-control-center, and shotwell will move libjxl-gdk-pixbuf
  from Suggests to Depends. (This is only a runtime dependency so I
  don't think you need build logs and the diff is trivial)

  All of these changes were previously done in Debian, but Ubuntu is
  carrying a delta to revert them for Ubuntu. (All of these packages
  have other Ubuntu-specific changes.)
