This is a very long-standing bug 1296872 from 2014 and indeed quite
possibly related to bug 2045737.
In any case, solaar gets the correct information, so upower should, too.

The battery percentage reported by upower for Logitech devices
connected using Unify receiver are wrong. Below are the results for
two devices: Mouse and Keyboard:
