I was unable to duplicate this when I tried upgrading a new install of
Ubuntu 24.10 to 25.04 today so I'm closing this bug.

when upgrading

Bug description:
When upgrading Ubuntu 25.04 from gnome-initial-setup from
48~beta-0ubuntu2 to 48~rc-1ubuntu1 using apt upgrade, the upgrade
stopped while it was waiting for me to manually handle a change in a
conf file.
We should be able to make this change in how we handle translations
without asking users this question.
