Bug description:
plymouth does not display text on Ubuntu Core 24, this is because of a
  regression introduced by

https://gitlab.freedesktop.org/plymouth/plymouth/-/commit/544e62ac41a490f04d8e6b4e85f8b9fa1171b0cc

  This was later fixed by:

https://gitlab.freedesktop.org/plymouth/plymouth/-/commit/792fe7474a02a1facacdd52e0dcf9053da4b1f6e

The patch is now in plucky but needs to be backported to noble and
oracular (TPM backed desktop systems could be affected).

  [ Impact ]

Users do not see messages about boot status that were printed in the
  past in Ubuntu Core systems.

  [ Test Plan ]

To reproduce: run UC24 on a qemu VM adding "splash quiet" to the
kernel command line from the grub menu. If the system has the bug, no
message will be displayed in the bottom part of the display while the
  splash screen is shown.

[ Where problems could occur ]

The patch comes from upstream and it affects the label-freetype
library, which is used only on UC/hybrid systems, so there should be
no impact for regular desktop users.

On UC, if something goes wrong then maybe plymouth could crash and we
would end up with no splash, but the fix is prettly simple and comes
from upstream so chances of this happening are small.

  [ Other Info ]

  None at the moment.
