Bug description:
Using a standard left-click on the titlebar of a window no longer
raises the window - for non-Gnome apps. Clicking the titlebar does
raise the window for standard Gnome apps like Gnome Terminal,
Nautilus, Gedit, Gnome Tweaks, etc. But for non-Gnome apps such as
Firefox, Thunderbird, Evolution, LibreOffice, Audacity, xclock, etc
the window is not raised. Dragging the titlebar to move the window, or
clicking in the body of the window will both cause it to be raised,
but both may have undesirable side-effects.
I am running Ubuntu 24.04 with the standard Gnome desktop (version 46)
packages. I'm using Xorg rather than Wayland and the standard Gnome
shell for window management. I have selected "Focus on Hover" and
turned off "Raise windows when focused" to allow working with
overlapping (rather than tiled) windows.
On previous versions of Ubuntu & Gnome with a similar set of settings
clicking the titlebar of a window would reliably raise the window with
no other side effects.
