Regarding an old version of qpdf, please see https://launchpad.net/~qpdf/+archive/ubuntu/qpdf, my personal PPA for qpdf. (I'm the qpdf author and debian maintainer, and this uses the official debian packages.) For technical reasons, the latest few releases haven't been backported to Ubuntu 20.04, but it is my hope to get one more new version in before 20.04 stops accepting updates.
Regarding the issue you are reporting, I would need a lot more to go on than what you've provided. I don't know what you mean by "meta title".
