I suspect what's causing this is the web torrent has been updated but
the local hashes *aren't*, or generally a mismatch between whatever the
hashes transmission is using and the stuff the webtorrent is sending.
Other internet archive torrents warn that this will fail to download
properly, but it's *still a bug* on transmission's side since this
behaviour of just DDoSing the swarm by continually downloading and
discarding pieces is a not very nice behaviour

  not 100% sure how to verify that this is what's going on but this has
  been observed on more than one torrent on more than one system(incl a
  non-ubuntu one) running transmission :

  that somehow 35 GB has been downloaded for from 3 web torrents + at
  least one seed

  to start this particular torrent I added a directory and copied the 
v56ontariolawreports1925 data manually and then
  transmission-remote -a

  what should happen

  if the data is valid it should be verified before downloading begins
  if the data was somehow not valid it should be redownloaded from peers+web 
peers but surely it shouldn't be downloading the same pieces over and over 
again 35x

  what is happening:

  the data is being downloaded over and over again, after a very long
  time i've seen it eventually succeed but not without using a *lot* of
  bandwidth.
