[ Impact ]

 * The current 0.2 version of libcamera in Noble doesn't support newer
hardware. We will need improvements from the 0.3 series as a basis to
get working a camera on new Intel and AMD laptops and to be able to
enable the PI5 camera.

 * The upgrade include substantial changes to the codebase and a soname
update, it is not compliant to standard SRU guideline but needed for
hardware enablement reasons. We will need to rebuild pipewire and gnome-
snapshot with the new soname.

 * The regression potential should be limited by the fact that libcamera
is a new piece of infrastructure and only used by gnome-snapshot in the
Noble archive.

 * We will follow those testplans on a variety of hardware with the help
of the OEM team

 * The update includes a soname change which could lead to upgrade issues 
(packages on hold or removed for example).
 * Pipewire will need to be rebuild so we should verify that there is no 
regression in its webcam support after the upgrade

PI5 support, this SRU is going to be used as a basis for those future
improvements.
