This bug is affected me too.

- I installed Ubuntu 10.04 . I am able to create User and able to get
the user list in the login screen.

- I want kde to be my default desk top  and I installed kde

- After this when I log in I see Kubuntu Splash screen and getting a
login screen with only one user (last user).

- I login and try to set Login Screen Settings  Window but it is still
Disabled state in the sudo login

  Login Screen Settings menu does not unlock

Bug description:
  When I try to adjust the login screen settings on Kubuntu 9.1 Beta, I
  have to click the "unlock" button in order to give me admin
  priveledges. so normally, I would just click 'unlock' then I would
  enter my root password, etc, but for some reason, nothing happens when
  I click the 'unlock' button. Therefore, I cannot change any login
  settings....
