If this is the bug that is allowing me to install Okular on 24.04 but which then says the installation failed and won't launch Okular either from the app centre or from the taskbar prompt then I can confirm that the solution from Ryan Felder above didn't work for me. Hugely unimpressed that something so fundamental (with many other things) are broken in 24.04. This has really shaken my faith in Ubuntu.
