Happens on my system as well. Prior to upgrade I had set it to 150%, but
when I try to change it to 175% for example the apply button is greyed
out. The same for VRR, while it applied for Ubuntu Noble Nombat (that
said it created artifacts when playing steam game and switched fraction
scale back to 100% by itself)

The error is slightly different for me:

cc-display-panel[49544]: WARNING: Config not applicable:
GDBus.Error:org.freedesktop.DBus.Error.InvalidArgs: Monitor mode size
doesn't match scaled monitor layout

When turning off fractional scale it defaults to 125% for some reason:

cc-display-panel[49544]: WARNING: Config not applicable:
GDBus.Error:org.freedesktop.DBus.Error.InvalidArgs: Scale 1.25 not valid
for resolution 3840x2160

When switching to 100% I can apply the setting with fractional scale
off. When I turn fraction scale back on it spams with:

  ROG CROSSHAIR X670E HERO
  AMD Ryzen 9 7950X
  94GB DDR5
  AMD Radeon RX 7900 XTX

  
  When I attempt to switch from 60Hz to 239.99Hz the apply button is greyed out 
and it says "Changes could not be applied, this could be due to hardware 
limitations.

  The same error happens when I attempt to switch from 100% scaling to
  any other scale.

  Here is the warning that pops up when I attempt either:
  cc-display-panel[ 5534]: WARNING: Config not applicable: 
GDBus.Error:org.freedesktop.DBus.Error.InvalidArgs: Monitor modes in logical 
monitor conflict
