If you want to use dash-to-panel instead of dash-to-dock, please use the
GNOME session instead (install the `gnome-session` package and use the
vanilla GNOME session, not the ubuntu one.
As we definitely don't support it.

Bug description:
After installing gnome-shell extension "Dash to Panel" the default Dash
disappears.
from time to time after locking the screen it is present and clickable.
If a new app is launched it doesn't appear in the screen. After unlocking the
window app is present.
