Thank you for your bug report. Is that specific to some format or directory? Where are thumbnails not showing, in the viewer itself or in the filemanager?
Concerning the version, 45 is the current upstream eog version https://gitlab.gnome.org/GNOME/eog/-/tags GNOME switched to use 'loupe' which is a different software (new project written in rust) which we didn't switch to this cycle in Ubuntu because it has a more limited feature set that eog at this point.
