When I use a keyboard shortcut to lower a window, the window retains
its keyboard focus.

Bug description:
This happens no matter which focusing strategy i choose (click to
focus or hover to focus). Until a few weeks ago, the new top window
would receive focus when using hover to focus.
This can be a security risk in that you often start typing in the
wrong window.
