Title:
  [kinetic] gnome-initial-setup shows minimize button

Status in gnome-initial-setup package in Ubuntu:
  Fix Released

Bug description:
In Ubuntu 22.10, gnome-initial-setup shows a minimize window button.
It didn't show this button in Ubuntu 22.04 LTS.

gnome-initial-setup was ported to GTK4 this cycle so this may be a
  regression.

  Test Case
  ---------
  Run

  /usr/libexec/gnome-initial-setup --existing-user
