Currently if you choose dark mode on 23.10 you can only use the
monochrome version of the official wallpaper.

Most users will expect to be able to combine the coloured wallpaper with
dark mode and this restriction of choice is not ideal. It would be good
to leave that option as-is but also include independently select-able
coloured and monocrhome wallpapers so users can have parity with
previous releases in terms of customisation.
