Bug summary
The framerate goes way over vsync even with Sync to vsync set in all games 
tested so far.

Steps to reproduce
I compiled vanilla Mutter from source and bisected it to dfd58ca8 !3259 
(merged) , reverting that on top of main fixes the problem again.
