When I get served "Content-Type: Text/x-php; charset=utf-8" or "Content-Type: Text/x-python; charset=utf-8" Or similar, I don't want to download it, I want to see it. Then I might press Ctrl+S or Ctrl+A if I actually want to download it. Chrome and Edge understand this. Firefox doesn't.
