11 days have passed and there has been no response to comment #2 so I'm moving this bug report to the libinput package (which may or may be not correct) but will attract the attention of Ubuntu's Desktop team who will ask for more information or move on to the correct package if appropriate.

Using a Microsoft Model 1923 mouse with incremented (clicking) scroll wheel. When running certain programs, my mouse scroll wheel exhibits odd yet highly repeatable behavior. This behavior is not present in the Ubuntu mouse tester, or in simple programs like the text editor. However, for more complex programs like Brave Browser or a game like Beyond All Reason, the behavior is always present, and always predictable. I'll describe the behavior in Brave, although similar behavior is observed in other programs. I load a new web page. I scroll down one click. Nothing happens. I scroll another click. The page "jumps" two clicks down. After this, scrolling down one click at a time works as expected. If I reverse direction and scroll up, the behavior repeats. Scroll up one click. Nothing happens. Scroll up a second click. The page "jumps" up two clicks, and then scrolling up works as intended. This behavior is not present in Linux Mint. It may sound silly, but this bug was enough to make me migrate permanently to Mint. Scrolling happens often and when the UI responds only part of the time to repetetive input, each "surprise" where the response is not as expected takes just a tiny, tiny chip out of your sanity. By the end of a day it's quite annoying. I hope someone is able to track down the problem. I'm a fan of Ubuntu and have used it for many years.
