As much as I can say:
 - I had the bug (hence sebastian filing this)
 - I am on proposed
 - 0.11.1-1ubuntu2 is installed (I apt purge'd it and reinstalled)
 - I cannot reproduce anymore, neither in `spd-say -L` nor in Firefox.

Looks like the backport works.

Bug description:
  * Impact

  In the default speech-dispatcher configuration no voices are listed
  while some are installed. Voices are needed for speechsynthesis to
  work in webbrowser as described on bug #1987979

  * Test case

  $ spd-say -L

  should list voices

  the fix is also part of making speech-dispatcher work with firefox but
  more fixes are needed for the feature to work in the snap

  * Regression potential

  The wrong voices could be selected, check that spd-say respects the
  selected voice and language.
