Impact
------
The only thing this update does is update the GNOME version number shown in
the GNOME Settings > About dialog from 42.2 to 42.4
That's desired because in general we are running 42.4.
Test Case
---------
Install the updated packages
Open the Settings app.
Scroll down in the left sidebar and click About
The GNOME Version should be 42.3

Because this is part of core GNOME, it falls under the

Other Info
----------
Trivial updates were made to debian/gbp.conf and debian/watch to enable `gbp
import-orig --uscan` to keep working correctly.
GNOME 43 will use gnome-shell to display the version number so that's
one less SRU required for future Ubuntu releases.
