  There is a new bugfix release in the stable 3.0.x series.

  libsoup3 is not in main for Ubuntu 22.04 LTS.
  It is only used by these apps:
  gnome-shell-extension-manager
  epiphany-browser
  osinfo-db-tools (specifically the osinfo-db-import tool. That tool is very 
specialized and I don't have a test case for it)

  Test Case
  ---------
  Install the update
  Install gnome-shell-extension-manager
  Verify that you can install a GNOME Shell extension
  Install epiphany-browser
  Verify that you can visit https://www.ubuntu.com/ and 
https://www.youtube.com/ and the sites function normally.

  What Could Go Wrong
  -------------------
  libsoup3 is a library to allow GTK apps to access online services (for 
instance via HTTPS). If there is a bug in this update, those apps may be unable 
to access the online services they need to function.

  libsoup3 is part of core GNOME and is listed in the proposed update to the 
microrelease exception.
