The webextensions-portal patch was generated from the upstream PR by appending ".patch" to the URL (https://github.com/flatpak/xdg-desktop- portal/pull/705.patch). Since the PR contains multiple commits, the patch retains the split by commits, which explains why files are patched multiple times. This shouldn't be a problem for dpkg-source though, the warning shouldn't prevent building the package, and maintenance will be easier if we keep the patch closer to the upstream PR.
