Title:
  Update evince to 42.3

Status in evince package in Ubuntu:
  Fix Released
Status in evince source package in Jammy:
  In Progress

Bug description:
  Impact
  ------
There is a new upstream release in the GNOME 42 stable series.

I had previously cherry-picked all the code changes from 42.2.

  Test Case
  ---------
  Install the update.
Open a variety of files with evince

  What Could Go Wrong
  -------------------
evince is the default PDF viewer for Ubuntu and Ubuntu Budgie. But Firefox
could also open PDFs.

evince is part of core GNOME and therefore has a microrelease exception
