I don't believe this is something we are going to do since gtk4 builds
fine on arm64 on the official Debian and Ubuntu builders.

You can easily extend the timeout. Look for "arm" in debian/rules and
add "arm64". If that still doesn't work, you can tweak the
test_timeout_multiplier on the next line.

  Won't build gtk4 debs on arm64

  Invalid

Bug description:
  The test for simplify-3to4 takes approximately 40 seconds to build on
  my PinePhone.  Please increase the "test_timeout_multiplier" to 10 for
  arm64 since the test will timeout if the test runs for more than 30
  seconds.
