Thanks for taking your time to report this issue and making Ubuntu better. I can confirm that wesnoth-1.14 is wrongly listed with proprietary license in Ubuntu Software on Ubuntu 21.04. I remember seeing reports for other open source packages also listed with wrong license, but I don't know if there's a common root cause for these.
Btw, when reporting bugs in the future please use apport by using 'ubuntu-bug' and the name of the package affected. This will automatically add information such as version numbers.
