It's normal behaviour. Dot appear only after some amount of time and/or if there many unread notifications.

A little dot should also appear when you have unread notifications in that section, the dot should appear on the right of the date and time at the top. However I have found the behaviour of this dot to be inconsistent on Ubuntu GNOME 15.10 with GNOME 3.18, sometimes it does show when there are unread notifications, 98% of the time it does not though. I have also tested Ubuntu GNOME 16.04 with both GNOME 3.18 and 3.19 and found the issue also to be present there.
