IIUC, GNOME 3.38 should come with Rygel 0.40.0: https://download.gnome.org/core/3.38/3.38.0/NEWS Rygel 0.38.3 is pretty out of date, 0.39.1 (released in July) contains a number of important fixes. As an aside, at least a couple of bug reports here on launchpad should already be marked as fixed.
