Could you add the 'journalctl -b 0' log from the system after triggering
the issue?

Including a screenshot of the settings screen could also help
understanding the issue and see what is missing exactly

Title:
  No bluetooth found

Status in gnome-control-center package in Ubuntu:

Bug description:
  System is PN50 with Intel AX200 wireless including bluetooth. Control
  center says there is none, but blueman-manager finds it and I can
  connect with my phone.
