Title:
  Bluetooth cannot be turned on/off via Ubuntu settings

Status in gnome-control-center package in Ubuntu:
  Won't Fix

Bug description:
  Ubuntu 13.10 64-bit on Dell XPS 12.

  Going to System Settings > Bluetooth, clicking the On/Off toggle has
  no effect. If Bluetooth is on, the toggle button will click to off,
  but if you then close the settings and re-open, the toggle will be
  back to on. Likewise, if Bluetooth is off, the toggle button will
  click to on, but it won't actually turn Bluetooth on.

  Also, clicking the Bluetooth icon in the system tray, if the
  "Bluetooth" option in the dropdown is unchecked, the icon disappears
  from the system tray (also, this action does not turn off Bluetooth --
  it simply removes the icon from the system tray).
