This bug was reported to libssh developers (https://bugs.libssh.org/T231) and fixed in stable-0.9 branch. Fix will be included with upcoming 0.9.5, unfortunately there are no time frame defined for this release. Only Ubuntu 20 (both Focal and Groovy) is affected. Since it might take a while until 0.9.5 will be released by the upstream and issue is rather important (e.g. for monitoring tools), I suggest to backport original patch (https://bugs.libssh.org/rLIBSSH74e162c67fca502cca1213de6345db7fe8e24d05) into current version of the package (focal - 0.9.3-2ubuntu2.1, 0.9.4-1ubuntu2 - groovy).
