Hi, I still see that problem on Ubuntu 11.10 (Document Viewer 3.2.1 and poppler/cairo 0.16.7).

Problem can be solved by using "qpdf --decrypt encrypted.pdf decrypted.pdf" before opening the file in evince. See attached file for a test.
