The debian packages, uses also libopenjp2-7.

As of reason of not compiling to include support for jpeg2000, all
websites that decide to serve to "safari" identified browsers jp2, will
fail to load correctly.

It works as expected in Debian Buster. It is not working as expected in
Ubuntu 20.04.

Why has this been explicitly blocked?

Although, the library it is preinstalled on almost any minimal desktop
installation, so I guess if it had some security issue, all other apps
using it would have been affected.
