HPLIP fails to install working printer and scanner drivers.

Bug description:
When using HPLIP to install drivers for HP ENVY 5530 e-All-in-One
Printer, the software correctly detects and tries to install the
printer driver. However, launching the printer window using printer
icon in the system tray shows a printer with a red x and a message
that says printer drivers install incomplete(?). Only a small subset
of functions are listed for the printer (thus consistent with the
incomplete message). Although HPLIP detects the correct printer,
printing fails.
Also, when launching scanlite, user is prompted with 4 flavors for
envy 5530 scanner connections, but only one of them works correctly.
None of these issues existed in 18.04.
