Could you add your 'journalctl -b 0' log after getting the issue? it
seems rather an icon theme bug than an applet one though

Title:
  Network Manager Applet Icon error on VPN Connection

Bug description:
  The Network icon in the top panel doesn't change to the icon with a
  lock when a Palo Alto VPN Network is conected.

  In ubuntu Mate 16 and 18 the default behavior was to change the icon
  adding a small size lock.

  In Ubuntu Mate 20, in Traditional Desktop, seems something is missing.
  When connecting to the VPN, icon changes to a black screen with a
  forbidden icon (see attachment).
