Title:
While fractional scaling is enabled (125%), fullscreen video resizes

Status in mutter package in Ubuntu:

If you enable fractional scaling, for example 125%, and play video in
fullscreen mode (youtube, vlc, gnome videos), application will constantly
resize. This makes fullscreen mode unsuable.

Problem does NOT occur when you disable fractional scaling. This bug
has 100% reproducibility. I don't really know if it's mutter fault,
but this is the only culprit I found in my research. If any more
information is required, please let me know.
