Secondary display in portrait mode renders incorrectly

Bug description:
Using the Ubuntu 20.04 settings app to setup multiple monitors creates
broken xrandr settings. Using the app to set a 3840x2160 primary
monitor in Landscape and 1920x1080 in Right Portrait, the primary
monitor ends up with a "virtual resolution" of 4680x2160 which creates
a horizontal panning effect at the monitor boundary and pushes the
secondary monitor's content far off to the side.
Running xrandr shows the following (truncated for readability -
screenshot attached)

The correct result for DP-4 would be 3840x2160. I will set this
manually but wanted to report the problem.
