Bug description:
Google has released a new version of their Noto Emoji font.
I don't believe this requires a freeze exception since we should do
these updates if possible so that emoji display correctly in Ubuntu.

If we don't take this particular update, the biggest downside will be
that emojis show up as separate parts. For example, the gender neutral
health care worker will appear as two characters (adult and the
medical symbol) instead of as a single character.

However, we will also need an updated Pango for those new combined
emoji to display as a single emoji in apps using Pango (such as GTK
apps).
