It seems it's a problem of Software and Updates, because I tried to
install apps in Gnome Software, run synaptic etc and it was ok with
password window.
So i think you can mark it as a duplicate of bug #1727908.

No superuser access window after upgrade to 20.04

Bug description:
After I upgraded to Ubuntu 20.04 I couldn't change settings which
required superuser access. For example program sources, users etc. If
I try to change I get no modal window with superuser password.
