Please sync geocode-glib 3.26.2-1 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Make autopkgtests cross-test-friendly.
Steve's patch was merged into Debian. Builds successfully in a Focal chroot. 
From a feature freeze perspective, all bug fixes in the new patch version:

  * Remove Breaks on ancient versions of empathy.
    3.4.2.3 is considerably older than Debian 8 'jessie' (oldoldstable).
