My experience with that matter and how to reproduce: Ubuntu 20.04 (development) installed.
Ubuntu dock bar at the left (or right): You can easily re-arrange the icons by dragging one of them up or down with your mouse and pressed left mouse button. When hovering between two icons, they slide up and down to create space for dropping the icon that you want to move.
