I've never seen that before.

Don't worry about the inability to switch VTs. That's not part of the
bug, that's just because switching VTs is the responsibility of the
currently active display server. If Xorg has frozen then you also won't
be able to switch VTs.

Next, please monitor the memory usage of your processes before the next
freeze happens, with something like:

  ps auxw --sort -rss | head

so we can identify if and what is using too much memory.

In case the issue is gnome-shell like it sounds, please also ensure you
have uninstalled all third-party gnome-shell extensions except for the
standard Ubuntu ones.

Bug description:
  So under high load I can generally cause a freeze in Gnome/Ubuntu.
  This is somewhat expected and likely should be fixed by some sort of
  OOM killer. However that's only part of the problem. Virtual Consoles
  are disabled (`/etc/systemd/logind.conf` `NAutoVTs` by default) and I
  believe that too to be a bug. In the past I could have Switched VT's
  logged in and killed of a high memory/cpu process or two. Now I have
  to hard kill the box and risk loosing in progress work which is
  ungainly.

  If there's a worry about "what will new users do if they accidentally
  hit CTRL+ALT+F\d" maybe instead of disabling it we could change the
  default login message to have a "Don't know how you got here? Hit
  CTLR+ALT+F1 to go back."

  Also because I have to hard restart apport never get's called to show
  exactly why the system is hanging.
