I don't see an upload of either gnome-shell or gnome-settings-daemon in
the unapproved queue or in -proposed, and yet the description suggests
that this should be released at the same time as gnome-shell and gnome-
settings-daemon updates.

Should this be block-proposed-eoan until there's a corresponding gnome-
shell and gnome-settings-daemon upload, or should this be released to
eoan-updates as-is now?

  Not as a result of this SRU itself, *but* when gnome-shell / gnome-
  settings-daemon are uploaded then *they* could regress if this update
  is buggy. They should probably be released all together.
